Patricia Salmon 
Chief Executive Officer

Patricia has over a decade of experience in executive roles in Canada and in the United States and has organizational, financial management and stakeholder relationship skills.  Patricia's oversight of programming includes employment services for individuals experiencing significant barriers to employment including immigrants, people living with disabilities and those struggling to re-enter the workforce following an absence.  Patricia has successfully led her teams through transformative periods including shifts in funding, programming and operating models.  Patricia is known as a respected people leader who builds strong relationships by creating a clear connection between the purpose of the organization and the contribution of each person on the team.

Diane Moore 
Executive Assistant

Diane has held a number of administrative positions at JobStart, and has always shown commitment and pride in her role. Diane's administrative expertise has evolved with the agency over the past ten years, with the goal of becoming an Executive Assistant. She has successfully completed Humber College's Continuing Education Program and successfully graduated with her "Executive Assistant Certificate".

Louise De Roo

Director, Finance

With a wealth of experience in both finance and in operational planning and management, Louise joined the JobStart team in April 2017. She brings a strong sense of social justice and of the need to reconcile financial constraints with the needs of clients for service. This has been evidenced in her work with various charities in Canada as well as overseas with relief and development organizations. Reconciling the desire of funders to minimize the costs of administration with the need to provide strong accountability requires constant review of processes and technology with a view to continuous improvement. Louise’s background in education (B.Ed.) combined with her business and audit experience (CA, CPA) positions her well to focus on capacity building while doing just that.

Jemima Sabapathy 
Director, Programs & Strategic Initiatives 

A strategic leader with extensive experience in program innovation, project management, risk management, financial management, and partnership development in the non-profit sector, Jemima has successfully guided the growth and development of diverse projects and programming, fee-for-service ventures, and business and corporate partnerships. Her expertise includes significant national and international leadership roles. She has been recognized for her ability to build strong teams, write successful funding proposals, develop successful service delivery models, diversify revenue generation, as well as strengthen relationships with many corporate and community stakeholders while maintaining excellent relations with funders and donors. Jemima is well known for her vision, innovation, insight, and tenacity which she uses to circumvent barriers and empower the clients she serves.

Tracy Houston

Director, Programs & Services

Tracy has been an employee of JobStart since 1994 holding progressive roles; originally as a Summer Student, and advancing to Employment Counsellor, Coordinator, Programs & Services, Manager, Programs & Services, and effective February 2016 as the Director, Programs and Services. She has provided leadership to a variety of employment programs such as Employment Ontario,  Youth Employment Fund, Summer Jobs Service and Job Connect. Tracy has successfully developed and implemented best practices for program delivery and has assisted in the planning and coordinating of activities designed to promote JobStart’s programs and services to employers and key stakeholders in the community. Tracy has been involved in many of JobStart’s collaborations and network groups including; the Literacy Basic Skills (LBS) Partnership, First Work, Youth Employment Partnership, Youth Advisory Committee, Etobicoke Youth Network and the LakeShore Youth Committee.  In 2014; Tracy was a successful graduate from CASIP’s Collaborative Leaders for a Collaborative Future Leadership Training Program.
